David Kelly serves as Managing Director of the Security Consulting Services division where he collaborates with clients to manage a wide variety of risks and develop solutions for their security challenges. His areas of expertise include threat and risk assessment, security plan development and crisis management.
Mr. Kelly transitioned to the private sector following a 23-year career with the New York City Police Department (NYPD), where he rose from police officer to Assistant Commissioner for Counterterrorism. His experience includes more than 10 years with the Counterterrorism Bureau where he was part of an exceptional team that developed counterterrorism strategies and programs that had never existed before and that have helped keep New York City safe since the 9/11 attacks.
Mr. Kelly worked with senior police executives to create the report that led to the redesign of the Freedom Tower at the new World Trade Center (now known as One WTC), resulting in a building that is much better protected against terrorist attack and that is safer for its occupants. The Freedom Tower involvement led to an entirely new responsibility for the NYPD, which included reviewing design plans for major real estate development and renovation projects and working with owners to make buildings and other structures safer for their occupants by mitigating terrorism risks.
At the Counterterrorism Bureau of the NYPD, Mr. Kelly was involved with many high-profile real estate and infrastructure projects, including: World Trade Center redevelopment; Hudson Yards; Manhattan West; the United Nations; several professional sports arenas and stadiums; bridges; tunnels; and utilities including electricity, gas, water, and telecom. He has extensive experience in intelligence collection and analysis, threat and risk assessment, security plan development, and infrastructure protection. Mr. Kelly created the concept for the successful NYPD Shield public-private partnership program and was a contributing author to the NYPD publication Engineering Security, a risk assessment and mitigation guide for building owners and developers.
Upon leaving the NYPD, Mr. Kelly joined Sullivan & Cromwell LLP, an international law firm with 13 offices around the globe, as Director of Security. As a security consultant for Cushman & Wakefield plc and K2 Intelligence, LLC, he helped a wide variety of clients develop appropriately scaled security programs that are balanced and supportive of core business requirements. He also worked with clients to create and refine crisis management, emergency response, and business continuity programs.
