Dov Horwitz serves as a Senior Consultant in the Security Consulting Services division. He is a physical security, counterterrorism and emergency management professional with experience in government, corporate, health care, educational and nonprofit capacities.
With the New York State Office of Counter Terrorism in the Division of Homeland Security, Mr. Horwitz was the lead trainer responsible for training local law enforcement agencies on developing comprehensive threat and vulnerability assessments and designing security strategies for critical infrastructure within their jurisdictions. These locations included government facilities, hospitals, educational institutions, global commercial corporations, sports arenas and mass gathering events. In this role he also served as an Advisor to the Commissioner on high-threat soft target institutions and provided personalized training, guidance and consultation to hundreds of nonprofit organizations and religious institutions. He has also responded to large scale disasters and incidents as part of the New York State Office of Emergency Management coordinating in-depth collaboration with federal, state and local agencies as well as private organizations.
Prior to joining T&M, Mr. Horwitz managed operations for a large health care chain and was a security consultant based out of California and New York assisting governments, global corporations and start-up technologies design their security programs.
In addition to his experience as an official trainer, Mr. Horwitz has lectured, served on panels as a subject matter expert, and authored material on a wide range of subjects including active shooter, safety awareness, security design, developing access control policies and procedures, and comprehensive emergency planning. He has previously served as the Director of Operations for the City University of New York (CUNY) Research Foundation’s Counterterrorism Assessment Program, the Director of Security Programs for a New York City-based nonprofit, served in leadership positions with the New York City Chapter of ASIS International, and is currently an Adjunct Professor at John Jay College of Criminal Justice.
Mr. Horwitz received his Masters in Public Administration (MPA) with a focus on Emergency Management and Operations from John Jay College and is a certified trainer with the U.S. Department of Homeland Security's Automated Critical Asset Management System (ACAMS).
