Martin G. Gleeson joined T&M in February 2020 as a Senior Investigative Consultant. With over 30 years of experience as an attorney and advisor for law enforcement agencies at state and local levels, Mr. Gleeson combines the strategic thinking of an attorney with the experience of a former (retired) Sergeant to provide T&M’s clients with consulting, guidance and advice during an investigation. Mr. Gleeson’s experience as a police legal advisor and investigative attorney has provided him with the insight necessary to provide T&M clients with a variety of services. In addition, he advises clients on licensing, compliance and regulatory matters; provides police and public safety consulting and integrity monitoring services; serves as a law enforcement liaison; provides litigation support services to law firms; engages in business development on behalf of T&M; and works closely with T&M’s General Counsel on legal matters.

Mr. Gleeson has held legal counsel positions in the New York City Police Department (NYPD), White Plains Department of Public Safety, Westchester County Department of Law, New York City Business Integrity Commission, and Port Authority of New York and New Jersey. At the NYPD, he held the rank of Sergeant – Special Assignment, and was assigned primarily to the Legal Bureau. As Managing Attorney of the Criminal Section, he advised senior police executives, investigators and police officers in the field on enforcement of criminal law in accordance with constitutional and statutory mandates. He also prosecuted a variety of civil enforcement matters in New York State Supreme Court, including forfeiture of the proceeds and instrumentalities of crime, and closure of premises used for criminal purposes.

As Special Counsel in the White Plains Department of Public Safety, he continued to provide counsel on law enforcement matters, including criminal law and procedure, administrative law, and homeland security and counter-terrorism issues. He later served in the Appeals, Opinions and Legislation Bureau of the Westchester County Department of Law as an Associate County Attorney where his duties included legal research and drafting of appellate briefs, oral argument in both federal and state appellate courts, and drafting legal advisory opinions for law enforcement and other agencies. As an investigative attorney in the New York City Business Integrity Commission, he was tasked with the responsibility of deterring infiltration of organized crime, corruption and criminality in the public wholesale food markets, as well as the trade waste and shipboard gambling industries. He also counseled investigative and uniformed enforcement staff members in the performance of their duties. As General Manager in the Office of the Chief Security Officer in the Port Authority of New York and New Jersey, he provided legal interpretation and administration of police labor union collective bargaining agreements, and counsel to police investigators assigned to the Office of the Inspector General. More recently, he served as an associate attorney at Sokoloff Stern LLP defending law enforcement officers and police agencies in lawsuits brought against them in federal and state trial courts.

Mr. Gleeson earned his Juris Doctor from New York Law School and holds a Bachelor of Arts degree from Baruch College of the City University of New York. Mr. Gleeson has served as an adjunct faculty member for graduate and undergraduate courses in the Criminal Justice Department at Molloy College.
